Ihobe’s work is clearly based on a strong network of partners that bolsters its capacity to drive the green transition in the Basque Country. Throughout 2025, the environmental agency has worked closely with companies, public administrations, local authorities, social stakeholders and knowledge agents, along with European and Spanish networks and forums, to foster a cohered and shared approach to environmental action.

These partners allow Ihobe to multiply the impact of their actions, generate applied knowledge, share good practices and make coordinated progress in key areas such as the circular economy, climate action, local sustainability and environmental education; thus consolidating a governance model based on cooperation and joint responsibility.

Ihobe, in conjunction with the University of the Basque Country and UIK as part of their summer courses, organises the Environmental Communication Schools, the Advanced Environmental Measurement School and the Educating for Sustainability School, which address the major sustainability challenges from three key approaches.

The Basque Circular Summit 2025, the largest circular economy event in southern Europe, was held in April. Seven hundred companies from all over the Spanish state were involved in this event, along with 150 speakers – specialists in areas related to circularity; over 1,300 professionals from 25 countries attended the Summit.

As part of the Basque Industry Plan 2030, the Basque Government launched the BasquESG initiative, as one of its transformative projects. This trailblazing measure in the Spanish State is designed to provide the industrial SMEs of the Basque Country with a standardised tool to measure and report their environmental, social and governance (ESG) performance, which helps them to access financing and international supply chains.

In 2025, Ihobe published the first environmental outlook report for the Basque Country; it compiles and analyses the different environmental indicators that help to provide a visual and concise idea of the quality of the environment in Basque territory. The analysis is divided into 9 environmental thematic areas, which were selected based on the environmental vectors defined by the European Environment Agency and adapted to the socioeconomic context of the Basque Country.

In 2025, Ihobe released the Basque Country Environmental Profile 2025 focused on the situation regarding municipal solid waste. This annual report describes the evolution of the state of the environment in the territory, offering a vision based on environmental indicators on the situation, progress and challenges to do with public policies. According to the latest Basque Country Environmental Profile 2025, the BAC (Basque Autonomous Region) is under the European average in terms of generating municipal waste per person: 503 kg per inhabitant, compared to 513 kg in the EU-27.

The Basque List of Clean Technologies (LVTE), driven by Ihobe, EVE and SPRI, sets out the equipment available on the market, with a low degree of implementation in productive sectors and whose application is more advantageous from an environmental perspective compared to other conventional technologies used for the same purpose. The technologies included in the Basque List of Clean Technologies provide the company with tax and environmental benefits, as purchasing any of the technologies on the list results in 35% of the investment cost of the equipment being tax deductible for corporation tax purposes. Information events to disseminate this instrument were organised in Bizkaia and Gipuzkoa, with nearly 300 companies attending.

ASTEKLIMA 2025 - the Basque Climate and Energy Week, which is held in the last week of October every year, once again attracted thousands of people who took part in the broad programme of activities organised by this citizen action initiative to learn about and prevent the effects of climate change. The 2025 Week combined dissemination, awareness-raising and practical experiences, in the form of the 138 activities organised by 87 entities. The result was over 2,700 people committed to climate action.

Ihobe has set up a trailblazing taskforce to foster nature-based solutions (NBS) in the Basque Country. The members of the group include representatives of local councils such as those of Bilbao, Donostia, Getxo and Legazpi; public authorities beyond municipal level such as Bizkaia Provincial Council and Naturklima; innovation centres and universities including Tecnalia, BC3 and UPV/EHU; associations and clusters such as Aclima and Bilbao Urban; architecture and design companies including Krean, AECOM and Lur Studio; and NBS installers such as Tekura, ZinCo Cubiertas Ajardinadas and Cementos Hanson-Rezola.

Ihobe, in conjunction with the Basque Meteorological Agency - Euskalmet, published the first ‘State of the Climate in the Basque Country’ report; it provides a detailed analysis of how the climate has evolved in the territory from 1970 to 2023, the year with the latest available data. The report summarises regional and international scientific data, providing a comprehensive view of the changes in climate observed in the territory up to that date; it fleshes out the analysis of future climate projections, which results in more precise data and adapted to the local reality.

In October, the Basque Country will host the XV Forum of the Autonomous Communities on Contaminated Soil, a technical meeting that gathered together experts from other autonomous communities to share progress, challenges and experiences in soil conservation. It is the third time that the forum was held in the Basque Country; its goal is to foster cooperation between autonomous communities in the field of soil contamination.

On World Water Day, the Ekoetxea Network opened a new Ekoetxea environmental centre in Añana-Sobrón (Alava). This centre, whose main theme will be water given its location in the former Water Museum, joins the four centres of the Ekoetxea Network in the Basque Country, which are the Ekoetxeas of Urdaibai and Metzaldea in Bizkaia; and Azpeitia and Txingudi in Gipuzkoa.
