URA, the Basque Water Agency, is the Basque Government’s entity tasked with implementing the water policy in the Basque Country from a single organisation, involving both the authorities and users.
The agency was created pursuant to the Water Act 1/2006, of 23 June, and has the legal standing of a public entity subject to private law, with its own legal status. Moreover, it comes under the Ministry of the Environment, Territorial Planning and Housing of the Basque Government.
URA was established with the aim of meeting the requirements of the EU Water Framework Directive and of the Basque Water Act, whose purpose is to enable a comprehensive policy to protect the aquatic environment.
Therefore, the Agency coordinates and combines the powers of the autonomous and provincial authorities regarding the management and administration of water. This avoids the splitting of powers that existed prior to the approval of the Water Act in terms of permits, concessions and hydraulic discipline.

In short, it is a public service for the general public, whose mission is to ensure a healthy aquatic environment with the best guarantee and that the water needs of the people living in the Basque Country are met.
