Ihobe, through its expertise in key areas such as circular economy, climate change, soil protection and environmental sustainability, contributes to the environmental, economy, social and digital transformation of the Basque Country to become sustainable and resilient territory.
Both the Basque Environment Agency, Ihobe, and the Basque Government to which it is attached, seek to be a benchmark in sustainability through the exchange of knowledge and good practices, representation and political advocacy, and the creation of new global alliances.

The LIFE Integrated Urban Klima 2050 project is the largest climate action project in the Basque Country for the coming years. With an investment of 19.8 million euros and 20 partner entities, the project suggests the development of 40 specific actions, divided into 5 blocks, for the mitigation and adaptation to climate change in the Basque territory.
ICEBERG wills to make significant advances in the uptake of the circular economy in the building industry through the development of innovative circular reverse logistics’ tools and high-value secondary raw materials production technologies to establish market confidence and acceptability of recycled End-of-Life building materials. Ihobe leads communication and scientific dissemination activities of this project, bringing together 35 organizations from 10 European countries.
Under the motto ‘Creating Resilient Communities’, this project has the final objective of improving climate resilience, with the involvement of 12 regions in which pilots will be implemented, for the development and testing of their own plans and pathways of transformative adaptation. Within this framework, for five years (2023-20217), the Basque Country will share its experiences and learn from the actions performed by the other selected regions.
This project, led by the Pyrenees Climate Change Observatory, has 46 Spanish, French and Andorran partners, including the Pirineos-Pyrenees EGTC, and will run from October 2023 to December 2030.
The project has a budget of 19,518,018 euros, of which 11,710,810.80 euros (60% of the total budget) will be subsidised by the European Union.
Endorsed by the European Commission within the Horizon Programme 2020, the aim of the AGREE project is to promote investments to improve the energy efficiency of private housing buildings in the Basque Country and the quality of life of its residents. This project is led by the Department of Housing of the Basque Government in collaboration with the city halls of Vitoria-Gasteiz, Donostia/San Sebastián and Basauri, Ihobe and Tecnalia.
