Ihobe supports local and supra-municipal administrations in the promotion of sustainability policies and action plans by local and supra-municipal entities, always aligned with the Sustainable Development Goals (SDGs).
The Basque Government’s Public Environmental Management Company has been the technical secretariat of Udalsarea 2030 since the Basque network of sustainable municipalities was founded in 2002. Udalsarea promotes a model of local governance which, based on the examination and monitoring of municipal policies, encourages citizen participation with the aim of achieving a better quality of life for local people.
Green public procurement is one of the main instruments that the public sector has for the achievement of complementary policy objectives, such as the fight against climate change, efficiency in the use of natural resources, the development of small and medium enterprises or eco-innovation. Ihobe, in addition to the development of environmental criteria to be included in tenders for 30 categories of products and services, has a support service for the inclusion of environmental criteria in tenders for those administrations adhered to the Euskadi 2030 Green Procurement and Contracting Program, through the e-mail compra.verde@ihobe.eus

Guide for drawing up municipal and regional plans for mitigating and adapting to climate change
The guide for drawing up Local Climate and Energy Plans offers Basque local councils a methodological framework, highlighting the resources and tools available for tackling the local fight against climate change in accordance with the current and future regulatory framework.

The publication details projects to support local administrations in the Basque Country in activities linked to the energy and climate transition which facilitate the adoption of energy and climate policies and make visible the commitment and leadership of local entities in this area.
The Basque Country Greenhouse Gas Inventory enables the assessment of the evolution of greenhouse gas emissions and gives information on the Basque Country’s contribution to the established international reduction targets.
(Spanish) The Carbon Footprint Calculator for organisations provides valid information for voluntary inclusion in the “Registry of carbon footprint, offsets and carbon dioxide absorption projects” of the Spanish Ministry for Ecological Transition and the Demographic Challenge.
(Spanish) The Basque Country’s ex-ante CO2 absorption calculator is a tool to manage carbon resources associated with biomass and soils, in particular carbon sinks.
The tools for calculating GHG emissions and the carbon footprint, both at municipal and regional level, as well as the Basque Local Sustainable Development Observatory, are for the exclusive use of local entities that are members of the Basque network of sustainable municipalities, Udalsarea 2030.
All these tools are included together with other instruments developed by Ihobe in the so-called "Toolkit" where public administrations have at their disposal local planning instruments for mitigation and adaptation.
EMAS

The Basque Government’s Public Environmental Management Company promotes the environmental certification of administrations, entities and organisations through the EMAS (Eco-Management and Audit Scheme) environmental management system
Erronka Garbia

Ihobe certifies the sustainable nature of events and venues free of charge. The Erronka Garbia methodology analyses and accredits public spaces and activities where the potential negative impact on the environment is minimised while offsetting its effects and providing a positive legacy for the organising entities and agents involved.
