Ihobe drove 639 initiatives by local authorities and mobilised more than 2,200 businesses in 2025 to move the Basque Country's energy and climate transition forward

Ihobe, the public environmental management company attached to the Basque Government's Department of Industry, Energy Transition and Sustainability, carried out a wide range of activities in 2025 aimed at driving the energy and climate transition in the Basque Country, as detailed in the annual report published by the organisation.

The key performance indicators and results for the financial year, presented under the heading “A year of transformative action in the Basque Country”, reflect the scope of Ihobe’s work across its various areas of activity. As a result, the organisation drove a total of 639 initiatives by local authorities and public bodies, involving 2,267 companies and training 2,670 professionals.

Ihobe's activity in 2025 had a significant awareness-raising and social activation component. Nearly 4,000 people took part in initiatives such as Basque Country Climate and Energy Week (ASTEKLIMA 2025), while the Euskadi-Ekoetxea Network of Environmental Centres was visited by 132,611 people.

In line with its mission, Ihobe is working to improve the Basque Country’s resilience and competitiveness by tackling the main challenges associated with the climate transition and helping to integrate sustainability into public policy and economic activity. The organisations with which Ihobe is working have shown a high level of satisfaction, with an overall satisfaction rate of 92% for the services it provides. 

Ihobe's general manager, Alexander Boto Bastegieta, pointed out that “Ihobe’s work has seen a significant increase, consolidating our role as a leading environmental agency”, highlighting in particular the collaboration with businesses, public authorities and local stakeholders.

Ihobe’s activities throughout 2025 covered strategic areas such as climate action, the circular economy, eco-innovation, citizen action, contaminated land, waste and local sustainability.

Key milestones during the year

One of the most significant milestones during the year was the Basque Circular Summit held in April 2025, which has become the largest event on the circular economy in southern Europe. This event, which brought together companies from across the country, was attended by specialists in circular economy-related fields, attracted professionals from various countries.

2025 also saw the publication of the first “Environmental Outlook for the Basque Country” report, which compiles and analyses the region’s key environmental indicators. This analytical study provides a scientific and visual overview of the state of the environment in the Basque Country from the perspective of nine environmental themes.

In the field of climate action, the first "State of the Climate in the Basque Country 2025" report was produced in collaboration with Euskalmet. This document analyses climate trends in the region based on historical records and recent data, integrating international and regional scientific information and providing an overview of the changes observed in the climate.

Furthermore, the Ekoetxea network has been expanded with the opening of Añana-Sobron Ekoetxea, which has joined the Basque Government’s network of environmental education centres, with water as its central theme.

Another notable initiative launched during the financial year was the creation of a working group on nature-based solutions, made up of public administrations, research centres, universities and companies, with the aim of encouraging this type of solution in the Basque Country.

In the field of citizen action, Basque Country Climate and Energy Week (ASTEKLIMA) brought together more than 2,700 people for a wide-ranging programme of 138 educational, awareness-raising and practical activities aimed at understanding and preventing the effects of climate change, organised in collaboration with 87 public and private organisations.

Finally, in October, Ihobe organised the 15th Forum of Autonomous Communities on Contaminated Soil, a technical meeting that brought together around twenty specialists from different regions to share their progress, challenges and experiences regarding protecting land from contamination.

Collaboration and networks

Ihobe's Corporate Report 2025 highlights the strong network of alliances made up of ACLIMA, BC3, Confecbask, Orkestra, Euskalit, Neiker, EHU, APIA, the Basque Association of Journalists, and the Basque Agency for Development Cooperation, through which it strengthens its ability to drive the energy and climate transition in the Basque Country. 

As far as the Basque Network of Sustainable Municipalities (Udalsarea 2030) is concerned, for which Ihobe acts as the technical secretariat, the annual report details the network’s key indicators, noting that 53 Basque municipalities have signed up to the Covenant of Mayors for Climate and Energy, 127 have a Climate and Energy Plan, and 23 of them have implemented nature-based solutions. 

It also reminds us that Ihobe is involved in a number of European international projects – Urban Klima 2050, Octopuss, Regions4Climate, Pyrenees4Climate and Next Generation Budgets – aimed at developing innovative solutions, sharing replicable experiences in areas such as adapting to climate change, budgetary sustainability, environmental governance and public innovation, and facilitating the exchange of knowledge.
