The European Commission recognise the Basque List of Clean Technologies as an example to be followed in the circular economy

The European Circular Economy Stakeholder Platform, a joint initiative of the European Commission and the European Social and Economic Committee, has highlighted the Basque List of Clean Technologies as a best practice to drive the circular economy and contribute to the goals of the European Green Deal.

This European platform, which acts as a knowledge hub to share expertise and good practices on the circular economy, has recognised the Basque Country's work in promoting clean technologies. Furthermore, the platform provides a space on its website to share policy initiative and effective solutions in different sectors and countries, which now include the Basque List of Clean Technologies. This instrument has been developed thanks to the joint work of Ihobe, Spri and EVE, in conjunction with the Basque Tax Authorities and the Basque Tax Coordination Agency.

The European Circular Economy Stakeholder Platform brings together the active stakeholders in the broad scope of the circular economy in Europe, which goes beyond the sectoral activities and highlights intersectoral possibilities. Furthermore, it provides a meeting place for stakeholders to share and drive efficient solutions, along with addressing specific problems, and forges links between the initiatives existing at national, regional and local level, and backs the application of the circular economy.

2024 Basque List of Clean Technologies

The Basque Government updated the Basque Technologies List at the end of 2024, strengthening its role as a key tool to drive business competitiveness by fostering the energy and green transition. The acquisition of equipment included on the list results in a 30% deduction on the Corporation Tax payable; this incentive is designed to foster ecoinnovation and speed up investment in sustainable technologies, with special focus on SMEs.

The goal is to achieve maximum economic and environmental cost-effectiveness by means of a rigorous and standardised system. This instrument seeks to make productive processes more efficient and to drive the development of more sustainable technologies, in line with Basque energy and environmental planning.

The 2024 update has incorporated five new technologies focused on the development of green hydrogen, bringing it up to a total of 64: 11 of them belong to the renewable energy sector, 19 to the circular economy and 29 to zero pollution. The Basque Country is thus positioned as a European benchmark in the energy transition and fighting climate change.

One of the main advantages of this system is it is streamlined, as the administrative procedure is minimum. This makes it a particularly attractive tool for SMEs, allowing them to access tax incentives without the bureaucratic complexity of other subsidies.

In short, a new Clean Technologies List that places the Basque Country at the cutting edge of Europe with a key tax instrument to accelerate the deployment of the goals of the circular, climate and energy transition.
